Summary Companies are introducing new talented-people practical use strategies, in order to cope with the uncertainty of markets, to promote quick enterprise deployment and to curtail the total personnel expenses, etc. The strategies are such as reducing of full-time employees as core talented people raised inside the companies, expansion of employment of non-full-time employees, such as contracted employees, extraordinary employees, and parttime employees, expansion of practical use of temporary employees and contract laborers in workplace who were external talented person and promotion of exterior-izing of business. These cause not only reducing participants of labor unions, but also raising a possibility of causing problems, such as full-time employees' busy-izing accompanying increase of management business, prevention of personnel training of full-time employees, quality degradation in goods or service, disclosure of confidential information, and causing a morale fall of non-full-time employees and external talented people. This survey aimed at considering many political issues for forming the composition of suitable employment form united with the characteristic of types of industry or places of work between employers and employees. To clarify the present condition in places of work and formation process of the combination of various employment forms, and the present measures of employers and employees, for the place-of business survey, people in the class which level is the same with branch top three were investigated, and for the place-of-work survey, place-of-work committees were investigated.

Selection of the unit union set as the object of investigation was requested through the organization according to private sector industry affiliated with JTUC.
Mode of Data Collection Questionnaires were distributed through the organization according to private sector industry affiliated with JTUC.
For the place-of-work survey, questionnaires were collected via union officers. For the place-of-business survey, questionnaires were collected by mail, together with the place-of-work survey questionnaires collected.

(5) Prospect, wish of the increase and decrease of place-of-work members, and exterior-izing; prospect of increase or decrease of staff total number of workplace, prospect of full-time employee ratio occupied in the staff total of workplace, prospect of operating range to be performed by other than full-time employees from now on, desirable practical use methods of non-full-time employees and contract employees in workplace as a labor union.

[Place-of-work survey (questionnaire B)]
(1) Place of work, characteristic of handling products, etc.; industry, position on a company organization, contents of work, organization change in the past three years, change of the amount of work (timing of changing sharply, the range of change, period in which change prediction is correctly possible) , factors producing competitive power in a market.
(2) Constituent of place of work; number of employees classified by employment form, comparison with that of three years ago, reason for increase classified by employment form
(3) Exterior-izing of business; existence and change of these three years of subcontract or outsourcing practical use to external, reason for the increase, increase of decrease of constituents in three years.
(4) Place-of-work constituents' occupation assignment; assignment of occupation and business for full-time employees and other employees, years of experience required when a new graduate full-time employee has been stationed in his duty to the business other than full-time employees are in charge.
(5) Influence of non-full-time-employee-izing; the present condition and influence if non-full-time employees increase twenty percent from the present condition (18 items), necessity of changing ratio of full-time employees and non-full-time employees.
(6) Existence and contents of statement of labor unions and place-of-work constituents about business exterior-izing and increase or decrease of place-of-work constituents; existence of talks between employers and employees of practical use of non-full-time employees, contract employees and subcontract in workplace.
