Summary This survey collects information and studies the employment of and welfare for long-term care workers, in order to develop policies for securing long-term care workers and promoting employment security/welfare for long-term care workers, creating employment and improving work environments in the long-term care field, and improving employment management for long-term care workers, etc. It consists of a survey for workplaces (hereinafter, the [Workplace Survey]) and a survey for long-term care workers (hereinafter, the [Worker Survey]).

The [Workplace Survey] has been conducted annually since 2002 (Heisei 14) and the [Worker Survey] since 2003 (Heisei 15), and for the 2009 (Heisei 21) edition of the survey, as before, discussion meetings with experts were held to decide on survey methods, survey items/contents, etc. before conducting the survey.

Notable characteristics of the 2009 survey are that the [Workplace Survey] adds new survey items on managerial responses in conjunction with revisions of long-term care fees, and subsidies/grants, and emphasizes gathering detailed information on each of these matters, and that the [Worker Survey] adds new survey items on “what was explained and implemented as improvements to treatment in response to revisions of long-term care fees,” “impetus for accepting the job,” etc., and the survey has been designed to gather detailed information on these matters.

[Workplace Survey]
Workplaces were extracted (17,184 organizations: approximately ¼ extracted at random) from the Welfare and Medical Service Agency’s WAMNET “list of facilities carrying out insurance-designated long-term care services (as of October 1, 2009)” as providing long-term care services designated by long-term care insurance (hereinafter, “long-term care services”) (after processing to combine organizations with the same address, same applicant name (incorporated name), etc., because the list has separate entries for each long-term care service), and used as the targets for the survey of workplaces.

[Worker Survey]
The Worker Survey was conducted on 51,552 workers engaged in long-term care work who are employed at the surveyed workplaces.

[Workplace Survey]
The “questionnaire for the Workplace Survey” was distributed to the extracted workplaces by mail and collected by mail.

[Worker Survey]
Questionnaire survey (self-administered). Three copies of the “questionnaire for the Worker Survey” were enclosed for the sampled workplaces for the Workplace Survey, and workplace managers were requested to distribute the questionnaires to no more than 3 workers. They were requested to select the 3 workers from different occupation types and employment status among the employees engaged in the primary “long-term care service” provided at the workplace, and the questionnaires were collected directly from respondents by mail. Responses were aggregated at the Care Work Foundation.

Form of wage payment, monthly income, annual income, what was implemented in response to revisions of long-term care fees, desires for wages and allowances, etc.

Training at the time of employment, health and safety training, presence of someone in charge of guidance, number of training sessions attended, long-term care staff basic training
