Summary As Japan’s economy continues to slow down, overseas expansion through direct investment or imports is garnering attention as a way to stimulate small and mid-sized businesses as well as the economy overall. In fact, besides the large corporations, many smaller companies also engage in overseas expansion.

However, there are also concerns that the overseas expansion will lead to the hollowing out of industries and employment since parts of businesses will be conducted overseas. Thus, the Japan Finance Corporation Research Institute conducted this survey in August 2008 to study the effects that overseas expansions have on small to mid-sized businesses with target companies financed by the Japan Finance Corporation

The following are the primary survey items: (1) effects on small to mid-sized businesses expanding overseas; (2) effects on small to mid-sized businesses while dealing with businesses that are expanding overseas; and (3) effects on small to mid-sized businesses with no direct connection to overseas expansion.

(2) Effects of Japanese companies’ overseas expansion
Presence of and dealings with companies expanding overseas for domestic orders or sales locations, presence of domestic purchasing or outsourcing companies expanding overseas and business details, effects of increase in Japanese businesses expanding overseas, etc.

(3) Overseas expansion status and plans
Whether or not there are current overseas expansion operations and content; preparation, views, country or region for development regarding future overseas expansion; reason for not expanding overseas, etc.

(4) Foreign Direct Investment
Attributes of investment location (country and region, form of investment, number of employees, etc.), purpose of foreign direct investment (at time of first overseas investment and currently), advisers at time of first foreign direct investment, time spent in deciding to invest, expenses and procurement method leading to the start of overseas operations, achievement of initial plan regarding sales at overseas location, sales in the past year at overseas location, training and labor management of local managers and workers and business and sales activities,
procurement location for increased working capital and capital for factory additions, changes and effects of foreign direct investment on domestic operations, evaluation of foreign direct investment, thoughts on expanding, reducing, or ending overseas operations, etc.
