|
This survey is comprised of two surveys: the “Fact-finding Survey on Long-term Care Work in Workplaces” (hereinafter, [Workplace Survey]) and the “Survey of Long-term Care Workers’ Employment Situation and Employment Attitudes” (hereinafter [Worker Survey]).
The [Workplace Survey] was carried out for the purpose of delineating issues regarding the work environments of workers in the long-term care industry, through the investigation and analysis of aspects such as the state of care worker employment, wages and wage systems, and the state of human resources recruitment/retention in long-term care facilities to produce basic information for use in improving employment management in such facilities.
The [Worker Survey] targeted care workers working in the long-term care industry and was carried out for the purpose of clarifying the state of employment and work systems and their views on issues relating to their work and working conditions to produce basic information for use in recruiting/retaining care workers and improving their working conditions.
The [Workplace Survey] has been implemented since 2002 (Heisei 14) and the [Worker Survey] since 2003 (Heisei 15). In 2011 (Heisei 23), survey was carried out after the establishment of an expert survey review committee, which reviewed aspects such as survey method, survey items, and contents.
In 2011, as new survey items, we added “presence or absence of a labor union” and “community efforts” under [Workplace Survey], and “community efforts by workplace” under [Worker Survey], among other things.

*Furthermore, under [Workplace Survey], with regard to the one-month status in September 2011, we capped the number of employees working in long-term at each plant at 20, and then posed individual questions polling their attributes, wages, and years at the company, as well as other items (Question 28). We received 72,872 responses from care workers at 7,070 workplaces, and these have been aggregated separately.

[Workplace Survey]
A total of 17,449 workplaces were randomly sampled from “the list of facilities carrying out insurance-designated long-term care services (as of October 1, 2011)” in WAMNET run by Welfare and Medical Service Agency, an independent administrative corporation.
[Worker Survey]
The facility managers of the above workplaces were requested to distribute the survey questionnaire to a maximum of 3 employees who met the target criteria. Managers were instructed that the 3 employees selected should be working in the main care-related services that the company was involved in and cover different occupational or employment types.

[Workplace Survey]
“Workplace Questionnaire” for sampled workplaces were distributed and collected by mail.
[Worker Survey]
The survey was implemented using paper-based questionnaire (self-administered). Three “Worker Questionnaires” were sent in the same package to target workplaces, which were then completed and returned directly by mail by the respondents.
*Note that the aggregation of both the “Workplace Survey” and “Worker Survey” was performed by the Care Work Foundation.

(1) General overview of organization and workplace
Corporate status, management entity, operations other than long-term care services, existence of multiple workplaces, location, year when long-term care services started, acceptance of dispatched workers from temporary agencies, long-term care services offered/type of main long-term care services, employment status of employees/number of employees, number of employees by occupation type, number of home-visit care workers/care workers employed in one year/number of people who have left, etc.
(2) State of employment management
Over/under supply of employees, level of employee retention, creation of employment rules/clarification of working conditions, appointment of employment management officer/training attendance status, etc.
(3) Management challenges
Management challenges of long-term care services, managerial responses to revision of long-term fees and subsidies for benefits for long-term staff, future directions for the project, percentage of labor fees encompassed by salaries from long-term projects and long-term fees, management status (compared to the previous fiscal year), presence or absence of labor union, community efforts, installment of long-term care devices, etc.
(4) Questions regarding home-visit care workers and care workers
Regular hiring of workers, number and quality assessment of newly-hired employees, prevention of quick turnover/measures to promote retention, human resource development initiatives, human resource development policies, existence of education/training at time of employment, method of OJT, situation regarding implementing education/training in previous year, management method of home visit care workers, etc.
(5) Individual situation of workers
Attributes (gender/age, etc.), wages, number of hours/days worked, etc.
[Worker Survey]
(1) Regarding current job
Current job (occupation type) and length of experience, position, length of service, employment status/work type, non-regular employee’s desire to be employed, qualifications, etc.
(2) Terms of work and days/hours of work
Explanation of working conditions at time of employment, weekly hours/days of work/number of hours of overtime work, work at other workplaces, late night shifts, etc.
(3) Regarding pay, etc.
Form of payment of wages, monthly income before tax, annual income for previous year, desired wages and allowances, etc.
(4) Regarding development of skills
Existence of training at time of employment, existence of training in health and safety, existence of supervisor, situation regarding advice from superiors, etc., number of training sessions attended in previous year, whether attended long-term staff basic training, etc.
(5) Opinion of job
Reason for choosing current job, view of current job and workplace, level of satisfaction with current job, intention to continue working/at the place of employment, workplace characteristics, etc.
(6) Worries, anxiety, and dissatisfaction, etc., regarding work
Worries, anxiety, dissatisfaction, and so on with working conditions/workplace/users and their families, state of measures taken at workplace and resolution of worries, anxiety, and dissatisfaction related to work, etc.
(7) Regarding organization and workplace
Corporate status of workplace, existence of multiple workplaces and number of employees in entire organization, type of main long-term care services provided by workplace, community efforts by workplace, etc.
(8) Regarding respondent him/herself
Reasons for working at current workplace/finding the job, employment status after graduation, work experience in a field other than long-term care/welfare/medical field, details of previous job/employment status/length of service, reason for leaving previous job, gender, age, highest level of educational attainment, marital status, provider for the household, affiliation with a labor union, etc.
