Summary This survey is comprised of two surveys: the “Fact-finding Survey on Long-term Care Work in Workplaces” (hereinafter, [Workplace Survey]) and the “Survey of Long-term Care Workers’ Employment Situation and Employment Attitudes” (hereinafter [Worker Survey]).

The [Workplace Survey] was carried out for the purpose of delineating issues regarding the work environments of workers in the long-term care industry, through the investigation and analysis of aspects such as the state of care worker employment, wages and wage systems, and the state of human resources recruitment/retention in long-term care facilities to produce basic materials for use in improving employment management in such facilities.

The [Worker Survey] targeted care workers working in the long-term care industry and was carried out for the purpose of clarifying the state of employment and work systems and their views on issues relating to their work and working conditions to produce basic information for use in recruiting/retaining care workers and improving their working conditions.

The [Workplace Survey] has been implemented since 2002 (Heisei 14) and the [Worker Survey] since 2003 (Heisei 15). In 2013 (Heisei 25), survey was carried out after the establishment of an expert survey review committee, which reviewed aspects such as survey method, survey items, and contents.

The following items have been added for 2013: for the [Workplace Survey], “number of new graduates among new hires,” “implementation of work-life balance support system,” and “use of public subsidy system.” For the [Worker Survey], “care worker certification method and certification year,” “effectiveness of certification process, whether it is useful in work,” “work-life balance support system,” “work experience in previous workplaces,” and “care for family members” were added.

Number of valid target workplaces: 17,065, number of valid responses: 7,808 (response rate: 45.8%)

*In the [Workplace Survey], a question requesting information on aspects such as the attributes, wages, and years of employment, etc., of the facility manager (Question 28) for the month of September in 2016 was added. As a result, information on the attributes and wages of 6,560 workplace managers (hereinafter, “managers”) was acquired.

Additionally, a question requesting information on aspects such as the individual attributes, wages, and years of employment, etc., of up to 20 care workers in each facility (Question 28) was added. As a result, information on the attributes, wages, etc., of 76,886 long-term care workers in 7,808 workplaces was acquired, which was aggregated separately.

Sampling Procedure [Workplace Survey]
A total of 17,500 workplaces were randomly sampled from “the list of facilities carrying out insurance-designated long-term care services” in WAMNET run by Welfare and Medical Service Agency, an independent administrative corporation.


[Worker Survey]
The facility managers of the above workplaces were requested to distribute the survey questionnaire to a maximum of 3 employees who met the target criteria. Managers were instructed that the 3 employees selected should be working in the main care-related services that the company was involved in and cover different occupational or employment types.
Mode of Data Collection [Workplace Survey]
“Workplace Questionnaire” for sampled workplaces were distributed and collected by mail.

[Worker Survey]
The survey was implemented using paper-based questionnaire (self-administered).
Three “Worker Questionnaires” were sent in the same package to target workplaces, which were then completed and returned directly by mail by the respondents.
