This survey is comprised of two surveys: the “Fact-finding Survey on Long-term Care Work in Workplaces” (hereinafter, [Workplace Survey]) and the “Survey of Long-term Care Workers’ Employment Situation and Employment Attitudes” (hereinafter [Worker Survey]).
The [Workplace Survey] was carried out for the purpose of delineating issues regarding the work environments of workers in the long-term care industry, through the investigation and analysis of aspects such as the state of care worker employment, wages and wage systems, and the state of human resources recruitment/retention in long-term care facilities to produce basic information for use in improving employment management in such facilities.
The [Worker Survey] targeted care workers working in the long-term care industry and was carried out for the purpose of clarifying the state of employment and work systems and their views on issues relating to their work and working conditions to produce basic information for use in recruiting/retaining care workers and improving their working conditions.
The [Workplace Survey] has been carried out since 2002 (Heisei 14), while the Worker Survey has been carried out since 2003 (Heisei 15). The 2012 (Heisei 24) survey was carried out after the establishment of an expert survey review committee, which reviewed aspects such as survey method, survey items, and contents.
“Career Grading System for Long-term Professionals,” “Dissemination of Balance Support Systems for Long-Term Care and Understanding the Actual Conditions of Employees,” and “Initiatives at the Community” were added to the [Workplace Survey]. In the [Worker Survey], “Accidents or Injuries at the Workplace,” “Experience with Minor Incidents,” “Experiences at the Workplace (e.g., sexual harassment or physical violence),” “Allocation of Managers,” “Presence of a Consultation Counter,” and “Long-Term Care of Family Members, Balance of Work and Long-term, and Workplace Conditions” were added newly, as survey items of 2014.

Number of valid target workplaces: 17,295, number of valid responses: 8,317 (response rate: 48.1%)
*In the Workplace Survey, a question requesting information on aspects such as the attributes, wages, and length of service, etc., of the facility manager (Question 29) for the month of September in 2014 was added. As a result, information on the attributes and wages of 6,662 workplace managers (hereinafter, “managers”) was acquired.
Additionally, a question requesting information on aspects such as the individual attributes, wages, and length of service, etc., of up to 20 care workers in each facility (Question 29) was added. As a result, information on the attributes, wages, etc., of 78,217 long-term care workers in 8,260 workplaces was acquired, which was aggregated separately.

[Workplace Survey]
A total of 17,500 workplaces were randomly sampled from facilities that, based on public long-term care information system databases, carry out insurance-designated long-term care services (hereinafter, “long-term care service”) (as the directories were differentiated by type of long-term care service, identification processing was conducted by identifying facilities with the same name (organization name) in the same location etc.)
[Worker Survey]
The facility managers of the above workplaces were requested to distribute the survey questionnaire to a maximum of three employees who met the target criteria. Managers were instructed that the three employees selected should be working in the main care-related services that the company was involved in and cover different occupational or employment types.

“Workplace Questionnaire” for sampled workplaces were distributed and collected by mail.

Three “Worker Questionnaires” were sent in the same package to target workplaces, which were then completed and returned directly by post by the respondents.

Corporate status (management entity), operations other than long-term care services,existence of multiple workplaces, location, regional classification for calculation of long-term care fees, establishment of workplace/year when long-term care services started, acceptance of dispatched workers, type of long-term care service provided (capacity and days used in a month) and main types of long-term care service (long-term care level), form of employment of employees, number of employees, number of employees by occupation type, etc.
(2) State of employment management
The number of visiting caregivers and long-term care workers recruited and dismissed in the last year, excess or insufficiency of employees, retention status of employees, dissemination of balance support systems for long-term care, understanding the situation of employees with long-term care problems and the balance assistance that they need, the nomination of employment manager, and others.
(3) Management challenges
Problems with the management of long-term care service, administrative policies concerning the additional remuneration for long-term care workers, the future direction of the business, business conditions (business revenue index of September 2014 with the business revenue of September of the previous year as 100), The percentage of business revenues taken up by personnel costs, initiatives in the community, and others.

Explanation of working conditions at time of employment, weekly hours/days of work, number of hours of overtime work, work situation outside the workplace, late-night work, and others.
(3) Regarding pay, etc.
Form of payment of wages, monthly income before tax, state of employment in previous year, annual income, desired wages, allowances, etc.
(4) Regarding development of skills
