Summary This survey is comprised of two surveys: the “Fact-finding Survey on Long-term Care Work in Workplaces” (hereinafter, [Workplace Survey]) and the “Survey of Long-term Care Workers’ Employment Situation and Employment Attitudes” (hereinafter [Worker Survey]).

The [Workplace Survey] was carried out for the purpose of delineating issues regarding the work environments of workers in the long-term care industry, through the investigation and analysis of aspects such as the state of care worker employment, wages and wage systems, and the state of human resources recruitment/retention in long-term care facilities to produce basic information for use in improving employment management in such facilities.

The [Worker Survey] targeted care workers working in the long-term care industry and was carried out for the purpose of clarifying the state of employment and work systems and their views on issues relating to their work and working conditions to produce basic information for use in recruiting/retaining care workers and improving their working conditions.

The [Workplace Survey] has been carried out since 2002 (Heisei 14), while the Worker Survey has been carried out since 2003 (Heisei 15). The 2015 (Heisei 27) survey was carried out after the establishment of an expert survey review committee, which reviewed aspects such as survey method, survey items, and contents.

Hopes regarding work, hopes regarding employer, a manager the respondent can consult with/existence of consultation service, existence of employment manager, occupation with previous employer, details of previous job, opinion regarding use of family care leave

Number of valid target workplaces: 17,643, number of valid responses: 9,005 (response rate: 51.0%)

*In the [Workplace Survey], a question requesting information on aspects such as the attributes, wages, and length of service, etc., of the facility manager (Question 30) for the month of September in 2015 was added. As a result, information on the attributes and wages of 7,313 workplace managers (hereinafter, “managers”) was acquired.

Additionally, a question requesting information on aspects such as the individual attributes, wages, and length of service, etc., of up to 20 care workers in each facility (Question 30) was added. As a result, information on the attributes, wages, etc., of 81,095 long-term care workers in 8,945 workplaces was acquired, which was aggregated separately.

[Workplace Survey]
A total of 18,000 workplaces were randomly sampled from facilities that, based on public long-term care information system databases, carry out insurance-designated long-term care services (hereinafter, “long-term care service”) (as the directories were differentiated by type of long-term care service, identification processing was conducted by identifying facilities with the same name (organization name) in the same location etc.)

[Worker Survey]
The facility managers of the above workplaces were requested to distribute the survey questionnaire to a maximum of 3 employees who met the target criteria. Managers were instructed that the 3 employees selected should be working in the main care-related services that the company was involved in and cover different occupational or employment types.

“Workplace Questionnaire” for sampled workplaces were distributed and collected by mail.

Paper-based questionnaire (self-administered)

Three “Worker Questionnaires” were sent in the same package to target workplaces, which were then completed and returned directly by mail by the respondents.

(2) State of employment management
Recruitment rate, turnover rate, length of service of employees who left, over/under supply by occupation type, reasons for undersupply, reasons for difficulty in hiring employees, employee retention, creation of employment regulations for non-regular employees, clarification of labor conditions, level of recognition of employment manager, situation regarding appointment of employment manager, existence of training for employment manager, position, existence of consultation service or manager

(3) Management challenges
Management challenges, estimated costs of improving treatment of care workers, management-level responses, future direction of long-term care service business, business income, proportion of business income taken up by personnel costs, state of introduction of long-term care robots, period of introduction of long-term care robots, existence of employees who left work owing to long-term care commitments, comprehension of challenges, initiatives regarding support for engaging in work and long-term care at the same time

(4) Regarding home-visit care workers and care workers
Existence of regular recruitment, number and quality assessment of recruited employees, policies for preventing quick turnover and promoting retention, most effective policy, recruitment initiatives, state of human resource development initiatives and policies, management method of home visit long-term care workers, state of acquisition of designated workplace supplement, allotment to personnel costs, etc.

(5) Individual situation of workers
Gender, age, occupation type, employment status/work type, qualifications, employment form, years of employment, form of payment of wages, scheduled wages, actual wages, actual number of working days, actual number of working hours

(1) Current job and qualifications
Current job, main tasks, intention to rise to a higher position, hopes concerning job (occupation), length of experience, length of service in organization, employment type/work type, non-regular employees’ desire for regular work hours or to be regular employees, desired weekly hours/days of work, qualifications, desired qualifications

(2) Terms of work and days/hours of work
Explanation of working conditions at time of employment, weekly hours/days of work, number of hours of overtime work, work at other workplaces, existence of night work/frequency/breaks/structure

(3) Regarding pay, etc.
Form of payment of wages (hourly rate, daily rate), usual monthly income before tax, state of employment in previous year, annual income for previous year, desired wages and allowances, etc.

(4) Regarding development of skills
Existence of training at time of employment, existence of training in health and safety, existence of supervisor, situation regarding advice from superiors, etc., amount of training in previous year, attending training seminars for practitioners/types of seminars/institutions

(5) Opinion of job
Reason for choosing current job, view of current job and workplace, level of satisfaction with current job, expectations of employer, workplace characteristics

(6) Worries, anxiety, and dissatisfaction, etc., regarding work
Dissatisfaction with working conditions, dissatisfaction with workplace interpersonal relationships, dissatisfaction with users, initiatives in the workplace, resolution of dissatisfaction, existence of manager or service for consultation, existence of employment manager

Location (prefecture/municipality), corporate status (management entity), number of employees in workplace, existence of multiple workplaces, number of employees in entire organization, type of main long-term care services in workplace
