|
This survey was conducted as part of the "Research on Human Resource Utilization and Human Resource Business at Production Sites" project established by the Department of Research on the Staffing Industry, Institute of Social Science, the University of Tokyo.
In recent years, the use of outsourced contract staff has been increasing at production sites in Japan's manufacturing industry, and such personnel have become important human resources for manufacturing. Additionally, with the enforcement of the revised Worker Dispatching Act in March 2004, workers can be dispatched to production operations, and the use of dispatched staff is advancing along with that of outsourced contract staff. These changes have also increased the importance of the role of human resource companies that place outsourced and temporary staff at production sites. Under these circumstances, clarifying the management strategies human resource firms use in the realms of production subcontracting and worker dispatch to production operations and how they are implementing human resource management with regard to their own outsourced contract workers and other temporary staff will contribute to the debate on the future of Japan's manufacturing industry.
Based on the above concerns, the "Research Project on Human Resource Utilization and Human Resource Business at Production Sites" surveyed companies engaged in outsourced production contracting business twice prior to this third survey. In addition to the actual situation and future prospects of production subcontracting, this year's survey includes new questions aimed at ascertaining the actual situation and future prospects of the labor dispatch business in the context of production operations.

(1) Production outsourcing and contract details
Implementation of outsourced production business, sales composition by industry, client companies (sales of client companies with the highest sales, number of client company offices), duration of business relationships with client companies, etc.
(2) Personnel management of contracted staff
Number of outsourced contractors, outsourced contractors’ working conditions (job title, existence of a fixed-term employment contract, wage system, corresponding positions), wage levels and salary increases, percentage of outsourced contractors promoted from among the general staff, reassignment of outsourced contractors to higher-level jobs, status of outsourced contractors’ participation in social and labor insurance systems, importance placed on personnel management of outsourced contractors (appropriate evaluation of skill levels, maintenance of and efforts to improve the outsourced contractor retention rate, etc.), etc.
(3) Status of implementation of worker dispatch business for production operations
Status of implementation of worker dispatch projects for production operations, percentage of workers hired from among the company's own outsourced contract staff, dispatched staff’s wage levels, etc.
(4) Future outlook
Items emphasized in relation to production subcontracting and worker dispatch businesses (provision of services at lower rates, labor-saving and streamlining of production management operations, etc.)
(5) Respondents’ characteristics
Outsourced production business commencement date; location of headquarters; branches, businesses, and sales offices other than headquarters; net sales; number of outsourced contract staff and other temporary staff (by position); percentage of outsourced contract staff and other temporary staff who are Japanese vs. foreign nationals; etc.
