Summary
|
The Department of Research on the Staffing Industry, Institute of Social Science, the University of Tokyo has established a research project entitled "Capacity Development and Employment Management of Home Helpers under the Revised Long-Term Care Insurance." Together with 14 home care service providers, this survey examines service providers’ role and the management of stations to enhance care workers’ (helpers’) abilities and job satisfaction.
This survey was conducted to clarify various issues pertinent to creating a workplace where helpers can work enthusiastically and easily demonstrate their abilities. For this purpose, a detailed survey was conducted on the work content of helpers who provide home care services (including preventive care) under long-term care insurance, their wishes regarding work and skill development, and the status of their stations.

Those in any way involved in home care and preventive home care services under long-term care insurance at the 158 offices of the 14 businesses participating in the project. Those who were in operation in January 2007. Employment status is not required.
Those involved in non-insurance services only are not included.

(1) Nursing care work and experience
Degree of occupational ability, etc., total years of experience, nursing care experience outside of work, work experience related to hospitals and welfare, number and status of caregivers, main work experience with visiting services under long-term care insurance, whether the respondent engages in concurrent work outside of the station
(2) Work at the station in a normal month
Number of days and hours of nursing care work, respondent’s desire to increase/decrease workload or change work content
(3) How home care services are provided at the station
Work experience other than regular service provision, situation at the beginning of the visit, regular service provision, scheduling responsibility including time of visit, meetings and training for all active helpers
(4) Station manager (service provider)
Status of the service provider, efforts being made, frequency of contact
(5) Development of necessary knowledge, skills, and abilities
Development of abilities at the workplace, evaluation of abilities and assignment of work, current qualifications, qualifications the respondent is desirous of obtaining,experiences that have been helpful to the development of required abilities, existence of target home helpers
(6) Thoughts about work and hopes for the future
Respondent’s evaluation of how users perceive them, job satisfaction, the most important factor for the respondent’s continued nursing care work, whether the respondent has experienced any changes in their motivation to work as a helper, whether the respondent expects to continue working at their current place of employment, respondent’s desired job in 3 years, and respondent’s feelings in the last 6 months
(7) Wages and employment status at the station
Whether working hours are adjusted, income from the station, current employment status, and desired employment status
(8) Overview of the station and staffing structure
Years of service provision, number of service providers and helpers, helper retention rate, presence of office staff (who are not engaged in helper work)
(9) Attributes
Age,gender,last school attended,marital status,main bearers of living expenses in the household
