Summary The survey of small and medium enterprises (SME) business conditions is an economic trends survey that calculates diffusion index values for business condition judgment, total sales, and ordinary income quarterly for 19,000 SME businesses nationwide by industry and location. With regards to the situations of each industry and economic trends in each region, by rapidly and accurately gathering and providing information on changes in actual status and a variety of other information with specified regularity, the survey enables us to better plan for the healthy growth of SMEs and to achieve its primary goal: to contribute to effective implementation of business improvement projects.

This survey project was carried out by the Central Federation of Societies of Commerce and Industry, the Japan Chamber of Commerce and Industry, and the National Federation of Small Business Associations, in cooperation with their local branches across Japan, after accepting the contract from the Organization for Small & Medium Enterprises and Regional Innovation (SME Support, Japan). Various data obtained from this survey have been delivered by these three organizations to SME Support, Japan. The survey data of the three organizations that participated in this initiative and recorded here have been compiled by SME Support, Japan from the approximately 19,000 businesses across the country that have participated in our economic trends surveys. The data have been subjected to time-series analyses. This is the 131st survey.

Universe Small and medium-sized enterprises (SMEs) defined by the Small and Medium-sized Enterprises Basic Act

Targets have been selected as follows: for manufacturing and construction, companies with capital of 300 million yen or less, or employment of 300 people or less; for wholesale, companies with capital of 100 million yen or less, or employment of 100 people or less; for retailers, companies with capital of 50 million yen or less, or employment of 50 people or less; for service, companies with capital of 50 million yen or less, or employment of 100 people or less.

Sampling Procedure The survey carried out by the Societies of Commerce and Industry was done in the following manner. Manufacturing, construction, retail, and service companies of a certain scale from among those governed by the local Societies of Commerce and Industry were selected as needed in accordance with the usage objectives of the implementing branches and the actual situation in that particular region. All told, approximately 8,000 SMEs were targeted. (The Societies of Commerce and Industry did not target wholesale companies.)

As for the survey carried out by the Chambers of Commerce and industry, manufacturing, construction, retail, and service companies of a certain scale from among those governed by the local Chambers of Commerce and Industry were selected as needed in accordance with the usage objectives of the implementing branches and the actual situation in that particular region. All told, approximately 8,000 SMEs were targeted.

As for the survey carried out by the Federations of Small Business Associations, the number of survey targets within each prefecture was determined a priori by the National Federation of Small Businesses, and Federations of each prefecture selected companies in the manufacturing, construction, wholesale, retail, and service sectors in accordance with surveyor’s opinions. Each surveyor is allowed, as a general rule, to select five companies; in total, approximately 3,000 SMEs were surveyed.

Furthermore, companies selected by either the Societies of Commerce and Industry, the Chambers of Commerce and Industry, or the Federations of Small Business Associations should not be removed from selection for a certain period of time (at least three years).
Mode of Data Collection Management instructors from the Societies of Commerce and Industry and the Chambers of Commerce and Industry and information consultants from the Federations of Small Business Associations across Japan conducted face-to-face interviews.
