| Summary | The government launched a Ten-Year Strategy for Promoting Welfare and Health Maintenance for the Elderly with an emphasis on home care and began to make active efforts toward that objective in fiscal 1990. However, public welfare in reality suffers fiscal and other constraints, and the private sector is expected to play an increasingly important role in supplementing public welfare by, for example, participating in such "silver" businesses as elderly home and welfare equipment. This survey aims at investigating people's consciousness and intentions with regard to elderly care and grasping the actual state of elderly care at home. Respondents have been selected from a national universe of men and women aged between 40 and 64-an age group prone to and thus keenly aware of care of parents. |

Demographic and other basic items: Parents alive or dead and age of parents alive; sex; age; occupation; last school attended; occupation of spouse; family members living with Respondent; life stage of last-born child; siblings and their number; spouse's siblings and their number; annual income; annual household income; financial assets (excluding real estate); purpose of financial preparation; method and period of reserving funds for the couple, intention for reserving funds in the future and its period and means; estimated value of real estate; form of dwelling; intention for homeownership; parents' home; and financial situation of R. and his/her parents. Questionnaire items: (1) State and consciousness of life: relationship with parents; topic of husband-wife conversation; volunteer activities experienced and intention for volunteering; and life consciousness (financial aid to parents; work-first attitude; tendency to depend on family and blood kin; and appearance to the public). (2) Worry about becoming bedridden and full-time care: worry about full-time care for Respondent, spouse and parents; and worry about home and facility care (financial; medical, and spiritual). (3) View of caring old parents, place of care; caretaker; matters of importance; and payment of expenses. (4) Care experienced/experiencing: care experienced, period of care, person cared, caretaker, pattern of care, and place of care; period of home care; condition and symptom of person needing care; details of care; home services; and home care expenses and sense of burden. (5) Recognition of and intention to use nursing care facilities and services. (6) Requests to society (welfare services, and tax system). (7) Preparation for care expenses: state of preparation; state of and intention for preparation for care expenses for the couple; nursing care insurance (savings or no refund payment; flat-rate or non-average; cash or in-kind; reasons); and view of living needs benefit. |
