Summary A matured market and a hollowing-out of industry have helped undermine the viability of the entire Japanese economy, and employment insecurity has become more and more serious. In order to revitalize the economy and secure employment, new businesses and industries must be created. Midsize and small companies are expected to play a great role in such creative activities. Since 1969 NLFC has conducted Surveys of New Start-ups with various focuses, and since 1991 it has published findings in the form of annual white paper. In addition to revealing the current state of new start-ups, the 1997 Survey offers an analysis of the producer and household service industries in which more innovative businesses have emerged than in other industries. To 25 of the new starters surveyed, we gave not only a questionnaire but also an interview (by visiting).

Universe A total of 6,666 companies which were, among other companies financed by NLFC between April and September, 1996, either within one year of opening or before opening at the time of financing.

(2) R's background: number of years R held a related job(s); prior occupation, size of workforce at the prior workplace, listed or not listed, industry; sex and last school attended.
(3) Path to business and condition at start: timing of determination; most important matters for R upon starting a business; motivations for starting a business; prior research activities; impact of deregulation on business; where R acquired necessary knowledge, technology, and know-how; membership in a store chain; breakdown of initial funds and their sources.
(4) Employees: number of regular and temporary employees at start and at present; current labor sufficiency; recruitment; management measures to motivate employees to work hard.
(5) Business after start: current profit and date when business overcame deficits; monthly sales expected at start; degree of satisfaction with current income, work, and life; future business development (toward an open company; toward a larger company);public support systems to be substantiated for new start-ups.
