Summary Small and medium manufacturers were already facing a chronic shortage of skilled workers, but the decreasing birthrate and young people’s tendency to turn away from manufacturing has accelerated this and weakened the base that has supported “monozukuri” (manufacturing) in Japan. To maintain the technical and skill integration base amid ongoing technical revolution, much is expected from developing regional employment development policies that proactively evaluate within society “advanced experienced skills” that have accumulated in regional communities over a long time and emphasize utilizing them and passing them on.

Accordingly, this survey research has been conducted to investigate the outlook for demand for and internal development of experienced workers, the results from human resource-focused responses, such as business transfers and the development of new products, and other actual circumstances, and to provide basic materials to contribute to the creation of a “Regional Plan for Employment Stability by Utilizing Advanced Skills” at the “Regional Council for Employment Stability by Utilizing Advanced Skills,” targeting manufacturing business places in northern Ibaraki, which has been designated as a “Region for Employment Stability by Utilizing Advanced Skills.”

Sampling Procedure Total universe/Complete enumeration
2,078 business places, corresponding to all business places in the manufacturing and information service industries with five or more employees, were sampled from the business places located in the designated 8 regions in coastal northern Ibaraki, according to the “Heisei 3 (1991) Establishment Census of Japan” by the Bureau of Statistics, Management and Coordination Agency. In addition, 69 business places that were not included in the list or that had started operating after July 1991 were added from the “Heisei 8 (1996) Ibaraki General Survey of Invited Companies.”

Two types of questionnaire were prepared according to the size of the business places by number of employees. Questionnaire A was sent to 528 business places with 30 or more employees, and Questionnaire B (a simplified version of Questionnaire A) was sent to 1,619 business places of smaller size by number of employees with fewer than 30 employees.

Whether the surveyed business place is the head office, head office location, proportion of sales from the business place within the entire company, whether respondent receives orders from specific core companies, specific core companies that respondent receives order from, changes in delivery volumes for top delivery destination, changes in shipping amounts from business place, efforts to reconstruct business

(2) Employee composition and personnel development
Composition of employees at the business place, number of regular employees/recruitment results/shortfall or surplus by occupation type, number of employees engaged in production processes who are aged 45 years and older/younger than 30, problems with recruiting employees, fields where personnel are in shortfall, personal interactions with delivery destinations/outside suppliers, implementation of planned OJT

(3) Characteristics of production processes
Level of automation in production processes, production processes/operations within the business place, length of time it takes to become a fully-fledged worker that can perform production processes/operations

(4) Composition of skilled workers
Number of employees by skill, fields where skilled persons are in shortfall, what is necessary for young people to be attracted to being an experienced skilled person

(5) Highly-skilled workers
Whether or not there are any advanced experienced skilled persons, length of time it takes to become a fully-fledged worker, age, future outlook for work

(6) Technoworkers
Whether or not there are any technoworkers, reasons for the absence of technoworkers, average age, length of time it takes to become a fully-fledged worker, type of workers who can become technoworkers, measures necessary for development

(7) Overview of management for the entire company
Sales, number of employees, main fields of activity
