Summary Following the House of Representatives on June 26, 2012, three related laws including the Child / Child-rearing Support Law were approved on August 10, 2012 by the House of Councilors, and the "New Child/Child-rearing System" came into effect.

In response to this, a survey determining municipal needs became necessary. Based on those findings, a Child/Child-rearing support project plan could be formulated.

Under the "New Child/Child-rearing System," new centers for early childhood education and care will be founded. In addition to attempts to reduce the number of children waiting for care, these initiatives seek to expand care from children who lack it to children who need it, and to provide services necessary.

Survey Research Center Corporation has targeted parents with children between the ages of 0–6 and polled them regarding child-rearing environment, childcare/education services, and the ways their children spend time after school.
