Summary In order to analyze the possibility of enhancing the effect of migration from metropolitan areas to rural areas and facilitating people's lives after the migration through the addition of social welfare measures into migration promotion policies, Mitsubishi Research Institute, Inc., held hearings with local governments, circulated questionnaires on migration in rural areas ("Questionnaire Survey on Migration" below), questionnaires on migration applicants in rural areas ("Questionnaire Survey on Migration Applicants" below), discussed in research group meetings.

The "Questionnaire Survey on Migration" was applied to people who migrated to rural areas to understand their motives and their relationship with administrative policies.

After screening the respondents, this survey was conducted to identify the situation and perception of living in rural areas. The main topics addressed in the survey are as follows:
・Attributes of the migrants (age group, family structure, and others)
・Area of residence before and after the migration
・Motives for migration
・Relationship between migration behavior and welfare policies

The "Questionnaire Survey on Migration Applicants" was applied to people with the intention to live in rural areas. It inquired about the status of their migration process, why they wanted to migrate, their ideal lifestyle after the migration, their experience with dual residence and its impact, and their demands for migration-related administrative policies.

Through a screening survey, only the residents of metropolitan areas* with a concrete intention to migrate to rural areas, as well as their period of migration and experience with dual residence and weekend stays were sampled.

*Megalopolises include the Tokyo area (Saitama/Chiba/Tokyo/Kanagawa prefectures), the Nagoya area (Gifu/Aichi/Mie prefectures), and the Osaka area (Kyoto/Osaka/Hyogo/Nara prefectures).

The survey focused on the following topics:
・Attributes (gender, age group, family structure, etc.)
・Motives for the migration
・Image of the daily life after moving
・How to obtain information about the new area of residence
・Availability of welfare policies

This survey number includes a total of four data sets: "Questionnaire Survey on Migration," "Questionnaire Survey on Migration Applicants," and their respective screening surveys.

The ratio of the population in the areas of Tokyo, Nagoya, and Osaka was maintained, and the allocation by gender and age (between 25 and 75 years) was made so that each segment (separate groups of men and women in their 20s and 30s/40s/50s/60s) had the same number of people.

・Sampling conditions for "migrants"
(1) People who migrated to a non-metropolitan area because of the respondent's or spouse's intention/decision.
(2) People who migrated to an area with "spacious houses and land" and "rich nature" without "shopping convenience," "good transportation network," or "high cost of living" because of the respondent's or spouse's intention/decision.

・Sampling conditions for "dual residence/weekend visitors"
(1) People who visit a specific place frequently and stay there for around two weeks or longer. That place is owned or rented as a residence/second house/workplace by the respondent or a family member who lives with the respondent or by a family member or relative who do not live with the respondent
(2) People who visit a specific place frequently and stay there for one or two days. That place is owned or rented as a residence/second house/workplace by the respondent or a family member who lives with the respondent or by a family member or relative who does not live with the respondent

One of the questions in the screening survey asked about the respondent's intention (or of a family member who lives together) to migrate to an area that feels more provincial or rural than his or her current city of residence. Those who gave one of the answers below were selected for this survey:

・ "I am considering migrating in less than five years"

・Planned date of migration, the ideal lifestyle after the migration, ways of contributing to the community of the new area of residence, and thoughts on the transference of the resident's card after migrating to a rural area

(4) How to obtain information about the new area of residence
・Preferred prefectures to migrate to, deciding factors in selecting candidate areas for migration
・Methods to collect information about the new area of residence and others

(5) Availability of welfare policies
・Policies that, if implemented by the local government of the migration candidates, increase the desire to migrate
・Welfare programs that, if implemented by the local government of the migration candidates, increase the willingness to migrate
