Summary Entering a new decade, the labor market of our country began to go through an unprecedented change as it faced labor shortage, aging, and a rise of the highly educated. Against the backdrop, firms have begun to proceed with new wage and treatment measures as typified by the introduction of meritocracy and multi-dimensional personnel management. Labor unions, too, have been pressured to respond with a new wage policy in accordance with the changes in the composition of employees and their life cycle patterns and with the diversification in demands and consciousness among their members. The JTUC-RIALS, through a Committee for Studying Wage Problems, has continued research toward establishment of a wage policy for the 1990s. This survey was conducted as part of this research endeavor, with the specific objective of gathering basic data on firms' current wage systems and future wage policies.

Universe 444 major, private unions affiliated with Rengo, which participate in Rengo's research on "Wages, Lump-Sum Payments, and Retirement Allowances at Major Private Unions."

Sample Size 444 local unions covered; 342 responded (rate 77.0%); 339 valid (rate 76.4%).

The JTUC-RIALS distributed and collected a pre-determined number of questionnaires under the cooperation of sanbetsu or industrial unions. Union officials were asked to fill them out.

III Wage policy: starting salary problems (recent upward trends of starting salary; whether starting salary is negotiated, wage adjustments made upon starting salary raise and its funding sources; whether adjustments are negotiated; issues and problems); living expenses and wages (degree of considering living expenses upon determining wage demand; materials used to establish living expenses; correspondence between living expenses and standard worker's wage; current gaps between living expenses and wages; reasons for such gaps and measures to narrow them); job-wage relations (union's and firm's future basic wage policies-wage determinants to be emphasized; union's view of performance- or evaluation-based wage).
IV Other policies: middle-aged workers (retirement age; union-emphasized policy over use and treatment of middle-aged workers; current and future wage curbs for middle-aged workers); white-collar workers with college degree (availability of personnel management systems for white-collar workers; firm's degree of emphasizing each system; union's evaluation of each system; increase/decrease in unionized white-collar workers; and issues and problems); treatment of midcareer employees (increase/decrease in midcareer hiring; comparison in treatment between midcareer and standard employees; availability and operation of wage-determining systems).
V Future wage policy: attitude to seniority-based wages; future of seniority-based wages; current and future wage curbs by age; opinions of future wage policies.
