Summary The production systems of large firms depend on the vast arrays of small and medium-sized companies for their parts and technologies. Core skills at the smaller companies, however, are supported only by the aging generation of people who were fresh from school when moved to the cities for group employment. Thus the transfer of skills represents an issue which concerns the very base of the entire manufacturing industry. Creating opportunities for learning skills and using abilities at those companies is necessary also from the viewpoint of narrowing the gap in working conditions between large and small enterprises-a discrepancy brought in part by the division of labor between them as it interacts with the stratified labor market. This survey focuses on the manufacturing industry, and attempts to clarify relevant policy issues by investigating the details of skill formation at small enterprises. This survey was commissioned by the Small Enterprise Skill Formation Project, which was formed by the JTUC and JTUC-RIALS for the purpose of identifying the current state and problems of skills. Although it is a questionnaire survey, interviews were also conducted in some cases.

Universe Managers of smaller manufacturing companies. Companies with less than 300 employees were tabulated.

Sample Size A sample of 2,800 companies, of which 799 (28.5%) responded. 666 of them were tabulated.
