Summary This questionnaire survey and a set of accompanying interviews were conducted in order to understand what kind of employees have or have not become unionists and what factors account for the prevailing composition of the two groups of employees as well as changes in that composition. In particular, emphasis was placed on the problem of management strata which has drawn public attention in the midst of intensified employment anxieties.

Mode of Data Collection We first distributed predetermined numbers of questionnaires to 22 JTUC-affiliated industrial unions, and these unions subsequently selected enterprise organizations to allocate the questionnaires. Finally the respondents were requested to mail the self-administered questionnaires directly back to JTUC-RIALS.

(1) Union boundaries: qualifications for membership; criteria for drawing boundaries; organization ratio; people excluded from membership due to nature of duty; ratio of organization by form of employment; employees eligible for over-time pay.
(2) Employees on loan and union membership: where they work; membership of unionists who work on loan; membership of unionists who became managers at receiving companies; dues for unionists who were sent as managers.
(3) Union membership of employees working overseas: membership of unionists overseas; dues for unionists overseas.
(4) Direction and targets of organization: whether labor and management have revisioned sphere of union membership in the past decade; occasion which led to revision; organizing policy.
