Summary While a higher income level and other factors have enhanced private consumption, the infrastructure supplying "social consumption" seems to be deteriorating. One explanatory factor lies in the extremely severe management environment for small retailers and shopping streets, which have played various roles as members of the local communities. The conventional Japanese retail structure, characterized by smallness and numerousness, is being transformed now. How are the small retail shops and shopping streets responding to the environmental change? What is the future of the community retail shops? The survey was conducted with such questions in mind.
