Summary The need for clarifying the state of new start-ups is heightened in order to maintain the viability of the Japanese economy. Our Institute has thus decided to build up on the past surveys of new start-ups (carried out in 1969, 1970, 1972, 1982, and 1989) and publish current findings in the form of white paper. This survey is the 6th of the kind, and accompanies an interview survey.

(4) Business characteristics: workplace/employee measures (wage, working condition, training, participation in management, etc.); self-evaluation of management ability; who fills lack of ability; evaluation of company; company's prime selling point.
(5) Business after start: population of location; recent average monthly sales and balance; expected/actual sales; when business overcame deficits; work hours; number of employees and their average age; (for incorporated companies) capital at start and present, composition of investors; satisfaction with business; use of computers; future business development policy; public support systems to be substantiated for new start-ups.
