Summary Since 1996 the aim of Sangyo shuseki kenkyukai (Industrial Clusters Study Group) has been to help shape a future policy response to the industrial concentration of small companies by suggesting its ingredients, needs and methods. For the purpose, the Group has advanced from the conventional, macro notion of industrial clusters of small companies into an analysis of the functions and characteristics of individual clusters. For the same purpose, it has also conducted research study of networks within individual clusters, conditions for and processes of network formation, the current state and role of such networks as well as similar cases for comparative purposes. This survey was conducted as part of the Group's efforts.

II Inter-company network of division of labor: number of daily buyers/sellers; ratio of accounts with a decade or longer history of trade; number of irregular, one time accounts in past year; number of mutually buying/selling accounts and their ratio of amount of orders received; location of account.
III Information network in concentrated area: daily visiting to other companies, number of companies visited, business relations with them, their locations, advantages of visiting, number of companies exchanging daily visits with Respondent; frequency of after-order briefing with buyers/sellers and number of cases in past year where such briefing led to manufacturing as well as their locations; means of gathering information on technology, business operation, management, etc. (other than mixing with daily accounts).
IV Start of business: generation of current proprietor; founder's background (occupation, last job held, number of companies where founder worked before start of business, location of last company, initial support from companies where founder worked); reasons for starting business in Ota Ward; advantages of starting business in Ota Ward and their change; functional division between factories and their locations; employees' independence and start of business (number, period).
