Summary Changes in the industrial structure and consumption behavior have brought a structural recession in the older industries and declining shopping districts in all over Japan. Moreover, as the employment condition has rapidly deteriorated, more and more people have lost their jobs. Against the backdrop, new start-ups are drawing attention as a force to turn the situation around. Since 1969 our Institute has conducted surveys to clarify the current state of new start-ups from various perspectives, and since 1991 the Institute has published an annual white paper to show the findings. This 1998 survey reveals that start-up funds have become smaller and new start-ups without employment have increased in number. The survey also offers a detailed analysis of the timing of entrepreneurs' conceiving the idea of starting business and factors behind such timing as well as their ways of tackling issues arising in the initial period of business.
