Summary This survey is a part of the 1988 research project on middle- and small-sized enterprises in developing countries conducted by the Project Team on the Analysis of the Economic Development of the Institute of Developing Economies. While investigating the current situation of the middle- and small-sized enterprise in developing countries, the research project aims to analyze the problems those enterprises have and clarify the ways in which Japan could help develop the industries in developing countries and at the same time foster the middle- and small-sized enterprises. "The Research on Middle- and Small-sized Enterprises" has been conducted since 1984, however, the countries included in the survey has been limited to those countries in the Asian market economy. The 1988 survey, which is the fifth survey, looks into the middle- and small-sized enterprises in China, a country under socialistic planned economy system, for the first time. Since most of the enterprises included in the survey are national enterprises, China's partnership in this joint research was essential. Many restrictions were placed upon analyzing the data.

(3) Raw materials: supply route of raw materials; difficulties in getting raw materials; increase rate of the price of raw materials; difference of the prices between the price put in planned distribution and price put in market supply; ways to get raw materials for production outside the plan.
(4) Labor: hiring method of the workmen; recruiting method of the workmen; criteria of recruitment; recruiting situation of workmen; number of employees who left their jobs; oversupply of labor; transferring of work of the workmen; evaluation method of the workmen's attitude toward work; link between the workmen's promotion and their attitude toward work and performance; average educational level of the incoming workmen; educational history; educational and training system for the workmen.
(5) Relationship of the enterprises: self-sufficient rate of the parts; whether the enterprise is cooperation or a subcontract relation with other factories carried out or not; existence of the option about a cooperation factory and a subcontract factory; price determination system of a cooperation factory and a subcontract factory; existence of the technology transfer between enterprises; existence of the market information exchange with other enterprises; existence of competition partners; what is used as the arms in competition.
(6) Innovation: number of engineers; over/undersupply of engineers; whether engineers are playing their roles; average educational level of the incoming engineers; number of engineers entering/leaving the enterprise; existence of employee training system, ways to keep number of engineers needed; whether engineers permit to leave the enterprise or not; percentage of expense for research and development, and the feeling of sufficiency to it; pressure for innovation; existence of a research-and-development special organization; introduction of foreign engineering skills.
(7) Financial affairs: rate of reservation profits / realization profits; use of reservation profits; source of funds of fund construction investment; source of funds of updating reconstruction investment; depreciation rate.
(8) Wage: average annual wage; starting salary; various allowances; annual bounty; workman lodgings.
(9) Sales: the ratio of domestic sale / export sale of products; difficulty in exporting products, price difference between products for export and for domestic; existence of export price assistance; rate of foreign currency reservation; existence of the right of foreign trade; acquisition course of oversea market information; domestic selling area; main means of market entry; advertising-expenses amount disbursed; used advertising media; decisive power of the shipment price of products; measure against a cost rise.
(10) Chief of the plant: method to nominate the chief of the plant; attributes, previous job, previous annual wages of the chief of the plant; work load and a monthly salary; autonomy of the chief of the plant, profits which the chief of the plant represents; relationship between the chief of the plant and the labor union; office hours; relationship between the chief of the plant and the upper supervisor section; instructions nature plan and market regulation; degree of load of a duty; chief of the plant's desired to be re-nominated.
(11) Organization: existence of a rotating system between sections and departments; coordination between sections and departments; Change of the number of sections and departments in a enterprise; measure against excess personnel; economic reform and change of production organization structure; etc.
