Summary
|
This survey is a part of the 1990 research project on middle- and small-sized enterprises in developing countries conducted by the Project Team on the Analysis of the Economic Development of the Institute of Developing Economies. While investigating the current situation of the middle- and small-sized enterprise in developing countries, the research project aims to analyze the problems those enterprises have and clarify the ways in which Japan could help develop the industries in developing countries and at the same time foster the middle- and small-sized enterprises. "The Research on Middle- and Small-sized Enterprises" has been conducted since 1984, however, the countries included in the survey has been limited to those countries in the Asian market economy. The 1988 survey, which was the fifth survey, looked into the middle- and small-sized enterprises in China, a country under socialistic planned economy system, for the first time. This 1990 survey followed the style of 1988 survey. Since most of the enterprises included in the survey are national enterprises, China's partnership in this joint research was essential. Many restrictions were placed upon analyzing the data.

(1) General situation of the enterprises: name; location; ownership; name of the main department; date of foundation of the enterprise; managerial environment; total amount of production, taxes and funding, total amount of wage, amount of profit to be realized, depreciation expenses, interest expenditure; method of production.
(2) Employees and wages: number of employees and the age of the employees; method of recruitment; areas where the employee come from; recruiting situation; number of employees left with the enterprise; oversupply of labor; ways to solve oversupply of labor; employees who change jobs; the existence of yearly promotion system and its criteria; persons who evaluates employees' performance; average weekly working hours, average monthly overtime work; average annual wage; life subsidy; relationship between bonus and attitude toward work and performance; wage system; relationship between total amount of wage and the economic efficiency of the enterprise; existence of a rotating system between sections and departments.
(3) Strategies, plans and decisions: influence upon the activities of the upper main department and supervising organization; influence upon the performance of different divisions and units; concept of management and strategies of management; management goals; method of decisionmaking; effectiveness of the means of competition to accomplish management goals; style of the recent production plan and rate of self-sales of the products; situation of recent supply of raw materials, and the increase of the actual cost of raw materials and the equipment operation rate; factors which have negative influence on the production plan and the achievement of the sales plan; ways to deal with increase of cost; condition of management of the enterprise, satisfaction in the level of manatement.
(4) Competition among the enterprises: self-sufficient rate of the parts; self-production rate of the equipments; whether the enterprise is cooperating supplier of other enterprises; transfer of skills among domestic enterprises; participation in the business circle; participation in an enterprise group, reasons and objectives.
(5) Skills: over/undersupply of engineers; whether engineers are playing their roles, reasons for not being able to play their roles; average educational level of the incoming engineers; number of engineers entering/leaving the enterprise; existence of employee training system, contents and method of the training system; ways to solve difficult engineering problems; ways to increase engineers; whether engineers leave the enterprise or not; percentage of expense for research and development; pressure for innovation, contents; introduction of foreign engineering skills, contents; expense for advertisement.
(6) Chief of the plant (accounting): method to nominate the chief of the plant; previous job of the chief of the plant; things requested to the chief of the plant of the union; planned economy or market economy; the most significant problem the chief faces; implementation of contract work and the situation of management; chief of the plant's desired to be re-nominated.
(7) Business environment: the existence of organization of skill development; match between the development of skills and the necessity of production; situation of infrastructure of production; main product; problems of pollution.
