Summary Now, Japan's labor union movement must respond to the challenge to many economical and political subjects currently faced and the new movement subject under the globalization which is progressing quickly, and information technology innovation, groping for the solution of the difficult aspect of affairs of the long-term drop tendency of a ratio of organized labor. Under such a situation, JTUC Research Institute for Advancement of Living Standards launched Rodo Kumiai no Mirai Kenkyu Iinkai [Committee for Studying the Future of Labor Unions] ,in March, 1999, and decided to clarify many movement-subjects for cultivating the future view of labor union movement in the 21st century, through clarify positively the structure and the function of labor unions of present age Japan, and exploring the labor unions' meaning and limit to industrial society. This survey and Sangyo Betu Sosiki no Kino ni Kansuru Chosa [Survey of the Function of the Organizations according to private sector industry] were conducted as part of that. This survey was directed for the purpose of clarifying how management participation of labor unions changed passing through UI movement of the beginning of the 1990s, the collapse of the 'bubble' economy, and the Heisei Recession, etc. by a fundamental survey about a labor and a management consultation.

Sample Size A sample of 1196 unions, of which 639 unions responded (effective response 53.4%).

Sampling Procedure The object were 1196 local unions registered into JTUC wage increase total through the private industrial unions affiliated with JTUC.
Mode of Data Collection Questionnaires were distributed to the unit union sets through the private industrial unions affiliated with JTUC, and collected directly through mail.

Major Survey Items (1) organization of labor-management consultation ; whether standing organization of labor-management consultation for confering about management policy and measures established or not, and its character, basis of installation, form of holding, number of times of holding in the 1998 fiscal year, management's attendance situation, broaching matter, and handling about it on labor agreement or a custom, actual strength of the influential voice of a labor union, inconsistency of the opinion of the employer and employees according to matter in the 1998 fiscal year, whether information offer made or not, and time when information was offered, situation of the information exchange of those other than organization, change in recent years about labor-management consultation, result of labor-management consultation.
(2) management participation and measure activities of the usual activities; situation of management proposal activities, and the reason which is not performed, activity situation of management participation and a measure.
(3) correspondence of the labor union to a proposal of plan for reconstruction of a company etc; , whether proposal of corporate restructuring or staff rationalization, etc. from a management side made or not, and its contents, proposal whose influence was the largest, and whether prior negotiation made about it or not, whether presentation of an alternative proposal made from the union side to it or not, original proposal after labor-management consultation was how processed, method of the common knowledge to the unionists of the result after labor-management consultation, evaluation of a labor-management consultation result, consultation to up organizations, such as industrial unions, held or not, and its profitability.
(4) view about management participation and management labor relation; required for management participation of a labor union, or measure strengthening on management labor relation, necessity for the legal system for enriching labor-management consultation, reason made such system unnecessary, contents of the legal system needed, organization for making the legal system about labor-management consultation observe to a management side, problem accompanying management participation, influence which the Heisei Recession had on a labor union or management labor relation.
