|
The Care Work Foundation is a corporation designated by the Minister of Health, Labour and Welfare under the Act on Improvement of Employment Management and Other Matters for Care Workers (1992). With a view to promoting the securement of long-term care workers and the welfare and stable employment of such workers, the Foundation’s activities creating employment opportunities and improving working conditions in the long-term care sector, and improving the management of long-term care workers. As part of these activities, it conducts data-gathering and research related to the employment and welfare of long-term care workers.
This survey comprises two surveys: the “Fact-finding survey on long-term care work in workplaces” and the “Survey of long-term care workers’ employment situation and employment attitudes” which were carried out in 2007.
“Fact-finding survey on long-term care work in workplaces” (hereinafter, [Workplace Survey]) was carried out for the purpose of delineating issues regarding the work environments of workers in the long-term care industry, through the investigation and analysis of aspects such as the state of care worker employment, wages and wage systems, and the state of human resources recruitment/retention in long-term care facilities to produce basic information for use in improving employment management in such facilities.
The [Workplace Survey] has been conducted annually since 2002 (Heisei 14). This survey includes detailed coverage of additional survey items on topics including employment management, human resource development, and actual days/hours of work. Please note that there are some differences between 2006 and 2007 survey questionnaires and question format, making it difficult to compare “daily wage workers” and “hourly wage workers.”
At the same time as the Workplace Survey, a “Survey of long-term care workers’ employment situation and employment attitudes” (hereafter the “Worker Survey”) was conducted targeting care workers in workplaces in the long-term care industry. The aim was to ascertain the state of employment and mode of work and care workers’ views on issues related to work and working-condition to furnish basic materials for the improvement of their working conditions and recruitment.
The worker survey has been conducted since 2002 (Heisei 14).

[Workplace Survey]
Workplaces were extracted (17,146 organizations: approximately ¼ extracted at random) from the Welfare and Medical Service Agency’s WAMNET “list of facilities carrying out insurance-designated long-term care services (as of October 1, 2007)” as providing long-term care services designated by long-term care insurance (hereinafter, “long-term care services”) (after processing to combine organizations with the same address, same applicant name (incorporated name), etc., because the list has separate entries for each long-term care service), and used as the targets for the survey of workplaces.
Valid number of responses excluding business closures, cessation, and unknown: 16,751
[Worker Survey]
The Worker Survey was conducted on 51,438 workers engaged in long-term care work who are employed at the surveyed workplaces.

The “questionnaire for the Workplace Survey” was distributed to the extracted workplaces by mail and collected by mail.

Questionnaire survey (self-administered).
Three copies of the “questionnaire for the Worker Survey” were enclosed for the sampled workplaces for the Workplace Survey, and workplace managers were requested to distribute the questionnaires to no more than 3 workers. They were requested to select the 3 workers from different occupation types and employment status among the employees engaged in the primary “long-term care service” provided at the workplace, and the questionnaires were collected directly from respondents by mail. Responses were aggregated at the Care Work Foundation.
