Summary The National Life Finance Corporation Research Institute (formerly, the Japan Finance Corporation Research Institute) has conducted the “Survey on the State of New Business Start-ups” continuously since 1969 for the purpose of apprehending the state of new business. Since 1991, it has been conducted annually, resulting in the accumulation of data such as age at the start of new business and start-up costs, which can be used for time series comparisons, as well as the carrying out of analyses from a variety of viewpoints.

New business start-ups play an important role in society, such as expanding employment and revitalizing local areas. For this reason, supporting new business has been made a key element of small and medium enterprise policy and various public support strategies have been prepared. In addition, more than a few private-sector organizations, like financial institutions, have started support operations aimed at new business start-ups. However, using only these kinds of formal support can provide entrepreneurs with only so much of the knowledge and
management resources necessary that they require at start-up. Because of this, informal support received through entrepreneurs’ personal connections is thought to play a major role. Accordingly, the “Survey on State of New Business Start-ups (special surveys)” was conducted in August 2010 to investigate informal support, based on an awareness of the issues of what kinds of entrepreneurs receive information informal support and from whom, and how useful the support is.

The “Survey on State of New Business Start-ups, 2010” (SSJDA survey number 0778), examines companies that had received financing from the Japan Finance Corporation Micro Business and Individual Unit between April and September 2009 and had been trading for one year or less at the point of funding (including companies yet to start trading), whereas the “Survey on State of New Business Start-ups (special surveys), 2010,” stored here expands the sample to companies that received financing between October 2008 and September 2009 for its investigation of the same contents. The 2007–2009 surveys examined companies that had been trading for five years or less when they received financing, but this survey examines companies that had been trading for one year or less when they received financing.
