Summary The purpose of this survey is to gather data to clarify the actual situation of Japanese attorney work and its economic base in general.

This survey was first conducted in 1980 and has been repeated every 10 years. This will be its fourth iteration.

One major special characteristic of this survey is that it is a survey of attorney business "after" the judicial system reform and/or the entire economic base.

Although it is presumed that judicial system reform has influenced legal work in a variety of ways, this survey is useful for analyzing exactly what kind of influences these might be.

In this survey, in addition to samples from regular surveys (hereafter, "regular surveys"), we have also extracted and surveyed preliminary samples of only women (hereafter, "preliminary surveys").

From all individuals registered as lawyers as of Feb. 8, 2010 (29,177 people), we excluded the following:
1) All individuals who are not in membership category 1 (346 people. breakdown: foreign law lawyers, associate members, Okinawa special members, Okinawa associate members).
2) Individuals who registered after 2009 (2,310 individuals)
This leaves 26,521 people: 22,444 men, 4,077 women

* The reason we excluded individuals in accordance with 2) above is that lawyers described in 2) would have, at the earliest, began their legal duties in the middle of 2009. This survey polls work hours, salary, case load, etc., over the entirety of 2009, meaning that lawyers who have not worked for the entirety of that year are not appropriate subjects.

Via stratified random sampling.

We placed men and women into four regional strata: Tokyo, Osaka/Aichi, a location with a High Court, a location without a High Court. We calculated composition percentages based on whether or not they belong to the bar association in that area. As a result, 8,000 male subjects and 2,000 female subjects were proportionally allocated, and the number of specimens of each of 8 groups (gender groups * area groups) was decided.

Based on sampling numbers determined in this way, we extracted specific subjects to be surveyed from the JFBA membership list at even intervals.
