Summary The purpose of this study was to understand the actual state of scholarship programs implemented by schools, local public organizations, private organizations, and individuals and contribute to the future development of scholarship programs in Japan.

The main survey items are as follows:

Universe Universities (including graduate schools; the same applies hereinafter), junior colleges, colleges of technology, high schools (including the second half of secondary schools and high schools for special needs; the same applies hereinafter), specialized training colleges, miscellaneous schools, local public organizations, and organizations implementing scholarship projects, etc.

As the purpose of this survey was to understand the actual state of scholarship programs implemented by entities other than the national government, scholarships implemented by the Japan Student Services Organization were treated as reference values. In addition, the high school enrollment support program, scholarship funds for high school students, and high school part-time and correspondence course study incentives were also excluded as these were implemented by the national government.

Scholarship organizations (1,281, 62.4%, of which 1,273 responding organizations had a scholarship system)

This survey inquired about the scholarship systems implemented by the following three categories of organizations:
However, the following systems were not included among the target scholarship systems:
① System to reduce or exempt tuition fees
② Systems only for international students
③ Systems encouraging Japanese students to study abroad
④ Work–study programs in which students are compensated for their labor, such as newspaper scholarships
⑤ Systems for students at the junior high school level or younger
⑥ Systems under the jurisdiction of the Ministry of Health, Labour and Welfare, and systems in the welfare field, such as lifestyle support

(1) Schools
This survey inquired about scholarship systems implemented by schools, junior colleges, colleges of technology, high schools, specialized training colleges, miscellaneous schools.

(2) Local public organizations
This survey inquired about the scholarship systems implemented by prefectures and municipalities.

(3) Scholarship organizations
① Names, addresses, etc., of scholarship-granting organizations (charitable organizations, medical institutions, commercial corporations, individuals, and others) that received recommendation requests and recruitment guidance for scholarship students from universities, junior colleges, colleges of technology, high schools, specialized training colleges, and miscellaneous schools were inquired.

② Information about the scholarship systems implemented by scholarship-granting organizations based on the data obtained through ① (names, addresses, etc.), and the information gathered in the previous survey were inquired.
