Summary Japan's current level of interest in new small businesses is higher than ever. Their importance is now recognized as a leading creator of jobs and new industries-as evidenced by the implementation of a series of supportive measures initiated both in the private and public sectors. NLFC, which has conducted Surveys of New Start-ups since 1969, began to publish findings in 1991 in the form of annual white paper. This survey is the 10th of the kind. Forty-three of the new starters surveyed here were given both a questionnaire and an interview (by visiting ).

Universe A total of 6,483 companies which were, among other companies financed by NLFC between April and September, 1994, either within one year of opening or before opening at the time of financing.

(4) Condition at start: where R acquired necessary knowledge, technology, and know-how; membership in a store chain; initial funds and their sources; business start-up under conditions of high rent and land price levels as in the bubble economy.
(5) Employees: number of employees and their composition at start and at present; recruitment; securing of employees at start; sufficiency of employees at present; number of employees age 45 and above.
(6) Business after start: current monthly sales and amount expected at start; profitability and date when business overcame deficits; R's and family's annual income before business and at present; use of computers; intentions for making company public; intentions for developing a franchise chain; public support systems to be substantiated for new start-ups.
