Summary Targeting households that were issued a "national education loan," this survey has been conducted since 1993 under the title "Survey on Educational Expenditure and Household Budget." The main purpose of this survey was to clarify the actual state of education-related financial burdens affecting households with students, in addition to household income, housing loan status, and methods for raising funds to cover educational expenses. This survey also investigated the overall circumstances households face and the relationship between households and educational expenses.
 
The characteristics of this survey were that it (1) targeted households nationwide, (2) targeted only households with students, (3) clarified the types of educational expenses incurred throughout the year, (4) investigated the cost of education for all children enrolled in elementary school and above, and (5) investigated educational expenses according to the number of children enrolled in school, the type of school in which they are enrolled, and whether or not they live away from home to attend school. This design allowed the survey to grasp the situation of the burden of educational expenses on households.

In addition, this survey asked respondents detailed questions regarding the cost of education outside of school and the cost of admission. The results of these were summarized and published separately as the "Fact-finding survey on out-of-school education costs."

Sampling Procedure Households with children high school-aged and older who used a "national education loan" issued by the National Life Finance Corporation (Japan Finance Corporation) in February 2004 were sampled.

School, year in school, whether commuting to school from home, annual enrollment expenses (tuition fee, other school education expenses, home education expenses, expenses for children living away from home to go to school), details of out-of-school education expenses (educational content/number of times per month/time per session, annual cost, bearer of costs, reason for not receiving out-of-school education)

Number of schools applied to, type of entrance examination, date of acceptance, admission cost (examination fee, transportation/accommodation fee for examination, school-related payments other than admission fee, payment to schools that children did not enroll, expenses related to preparation to live away from home to go to school), admission fee payment deadline, tuition fee payment deadline, refund of payment to schools that children did not enroll, source of funds for admission cost.

(3) Sense of burden of educational expenses on income:
Number of family members, prefecture of residence/gender/age/occupation/annual income of the main provider of the household, total annual income of non-main providers of the household combined, whether or not respondent has a housing loan and repayment amount (monthly/bonus month), burden of educational expenses, method of raising funds to cover educational expenses, items to spend less money on, etc.
