Summary The National Life Finance Corporation Research Institute (today, the Japan Finance Corporation Research Institute) has been conducting surveys in consideration of various viewpoints since 1969 in order to clarify the actual situation of new business start-ups, and since 1991, these survey results have been published annually as the "White Paper on New Business Start-ups." As of 2000, the survey excluded the real estate rental industry. All chronological data have been recounted to exclude real estate rental businesses.
