Summary This survey was conducted for the purpose of understanding the actual state of English language education (activities) in public elementary schools and attitudes of teachers toward elementary school English. The survey was designed to enable longitudinal comparison of changes in the state of implementation of English language education in elementary schools.

The characteristics of this survey may be summarized as follows:
 
 1. Allows broad assessment of the actual state of English language education (activities) in public elementary schools
 2. Allows assessment of differences due to the actual state of English language education
 3. Broad questioning of the attitude of teachers toward English language education
