Summary The 4th Basic Survey on Learning consists of (1) “attitude and fact-finding surveys on learning,” (2) “fact-finding surveys on academic achievement,” and (3) “surveys in six international cities.”

The (2) “fact-finding surveys on academic achievement” were conducted by tests of Japanese (kokugo) and mathematics to learn about the actual state of elementary and junior high school students’ academic abilities. Questions to measure knowledge and understanding in line with the government curriculum guidelines and questions to measure the ability to make use of knowledge and skills in everyday life and problem-solving scenes were created. Some students sampled in (1) the “attitude and fact-finding surveys on learning” were surveyed.

[Survey contents]
- Subjects tested: Fifth-grade elementary school students: Japanese (kokugo) and mathematics (45 minutes each); second-year junior high school students: Japanese (kokugo) and mathematics (50 minutes each)
- Test structure: The test for each subject consisted of three large problems, with the first two being common to all schools and the third being chosen for each school from three possible questions.
