Summary
|
Since the revised Worker Dispatching Act, enforced on March 1, 2004, lifted the ban on the use of worker dispatching in the manufacturing of goods, a major change in the way manufacturing sites utilize human resources is expected.
The purpose of this survey is to understand the current status of the use of external human resources at production sites in the manufacturing industry under the umbrella of the Japan Association of Manufacturers (JAM) (an industrial union of workers organized mainly in the machinery and metal industries) and the changes accompanying the enforcement of the revised Worker Dispatch Law. This research is concerned with ascertaining the current status by manufacturing sub-industry, such as the machinery and metal industries, so that its findings may contribute to the development of policies to deal with dispatched, contracted, and fixed-term workers as a labor union.

Status of consultations regarding production and personnel plans for regular employees, status of consultations regarding utilization of contract workers, status of labor management consultations regarding the utilization of dispatched workers in manufacturing operations, etc.

Location, year of establishment,sales indicators for FY2002,industry, number of full-time employees at the company as a whole

(1) Overview of the workplace
Major products the workplace is responsible for manufacturing (made-to-order or prospective production), range of fluctuation in production volume over the past year, consistency of production volume, cycles with significant work volume fluctuations, workplace production system, workforce composition, changes in the number of employees by type of employment (current number of employees, whether workforce size increased/decreased compared to 3 years ago, 3-year forecast), and quality, productivity and skill level at the workplace
(2) Utilization of outsourced contract labor
Number of subcontracting companies used, age and ratio of subcontracted workers of Japanese descent in the workplace, subcontracted workers’ responsibilities, length of time required for subcontracted workers’ to master their work, ratio of full-time employees doing the same/similar work as subcontracted workers, division of work between full-time employees and subcontracted workers, classification of full-time employees' vs. subcontracted workers’ duties, reassignment of full-time employees and subcontracted workers, participation in small-group activities such as those aimed at improvement
(3) Management of contract workers
Status of shared management of contract workers, assignment of a resident manager from the contracting company
