Summary
|
As part of various educational reforms, a school choice system for public elementary and junior high schools is being introduced, especially in urban areas. It is hoped that this system will pique interest in education and revitalize schools by allowing parents and children to choose the schools the latter will attend. However, to what extent are these principles being realized?
The Benesse Center for Future Education surveyed parents’ awareness of the school choice system and the actual situation. The data showed that parents have a favorable impression of the school choice system and are utilizing it, but it also revealed some issues.

(1) Respondents’ children’s entry into junior high school
Respondent’s hopes for their children’s entry into junior high school, respondent’s worries about deciding choosing a junior high school for their children, respondent’s preparation of their children for junior high school, frequency at which the respondent’s child(ren)’s attended cram school in Grade 6, type of junior high school the respondent’s child(ren) will enter in April
(2) Private school applicants
Time of and reason the respondent considered having their child(ren) take private school entrance examinations, respondent’s understanding of the cost burden of private school, results of the respondent’s child(ren)’s private school entrance examinations (number of schools for which entrance exams were taken, number of schools to which the child(ren) gained entry, whether the child(ren) will attend private school), respondent’s level of satisfaction with the private school their child(ren) will attend
(3) Those selecting junior high schools outside the school district
Period when the respondent began considering a public junior high school outside of their school district, sources of information relevant to choosing a junior high school, respondent’s visits to junior high schools (whether they visited, number of schools visited, and opportunities to visit), respondent’s impressions during their visits to junior high schools, important aspects when choosing a junior high school, useful information for choosing a junior high school, respondent’s current degree of confidence in their choice of a junior high school for their child(ren)
(4) Attitudes toward the junior high school choice system
Respondent’s general opinion about the system, respondent’s evaluation of the pros and cons of the junior high school choice system, how respondents feel about parents' judgment in selecting junior high school.
(5) Awareness of current school education
Respondent’s reflection on their child(ren)'s elementary school life, skills the respondent’s child(ren) gained during their elementary school years, respondent’s level of satisfaction with elementary school, necessity of junior high school events, respondent’s expectations of their child(ren)’s junior high school teachers, respondent’s opinions about junior high school education, respondent’s evaluation of the pros and cons junior high school education reform
(6) Respondents’ social and demographic items, etc.
Respondent’s relationship with their child(ren), number of children, respondent’s expectations regarding their child(ren)’s highest level of educational attainment, degree to which the respondent’s child(ren) enjoyed their elementary school life, presence/absence of bullying at the respondent’s child(ren)’s elementary school, frequency at which the respondent’s children have participated in elementary school events, respondent’s experience as a PTA officer, respondent’s educational background, respondent’s occupation
