Summary
|
Changes in the industrial structure, structural adjustment, aging of society, progress of internationalization all have affected the labor market. And now in the midst of a long wave of recession, companies are busy restructuring. Thus, Japan's employment system, characterized by the life-time employment and seniority-based wage/treatment systems, are beginning to show signs of change. Within this overall environment, needs have arisen for stable employment among middle-aged and old people. For their stable employment, companies are expected to promote self-development among these people via programs and other measures in order to utilize their leaned abilities. Preparation of a social infrastructure which will enable all this is also necessary. The survey provides basic data to understand firms' and employees' needs for self-development, to suggest a direction of infrastructure preparation (for a partially floating population), and to foresee a size of recurrent education businesses.

A Survey of Self-Development Support Systems for Employees
Basic items: industry; number of regular employees; sex and age composition of regular employees (average age, ratio of middle-aged people); number of mid-career recruits (for past 5 years, future prospects).
Questionnaire items:
(1) Personnel policy problems and future direction: personnel and labor management problems; basic policy for personnel treatment; basic policy for treatment and wage gaps; basic policy for life-time employment.
(2) Employees' consciousness: view of work, workplace, and company (evaluation of past 5 years, outlook for 5 years to come); type of desirable employee (loyalty or performance).
(3) Current state of education/training and use of outside educational facilities: current provision of education and training (education by stratum, technical education by occupation, education by task); effect of education and training; prospects for future provision of education and training; availability of other education measures; past expenses for employees' education and training.
(4) License/certification support systems: availability of programs to support employees when acquiring public licenses/certifications; type of program; preferential treatment for license/certification holders.
(5) Self-development support systems: programs available; programs with many users; future programs planned; present and future of basic policy for self-development support system; supporter of self-development activities.
(6) Objective criteria for evaluating occupational skills: need for establishing evaluation criteria; criteria.
[Individual Questionnaire]
A Survey of Self-Development among salaried Men
(1) Attribute: age; length of working; number of regular employees; type of industry; occupational description; main contents of work; position; last school education; job changing experience.
(2) View about company and work consciousness: relation between company and individual; former and future sense of belonging to company; consciousness about job, workplace and promotion; desire for occupational life and prospect.
(3) Self-development activity: the degree of concern to self-development activity; activity situation; use and the participating situation of educational facilities etc. and the degree of concern to them; prevention factor of activity; organizations expected as supporters of self-development activity.
(4) Acquisition of official certificates: acquisition situation of official certificates (existence, number, content, acquisition purpose); prospect of acquiring official certificates (existence, type of certificates preparing for, acquisition purpose, preparation method, preparation period up to now, hours of preparing, cost).
(5) Support for acquiring official certificates: existence of any support system of office; use situation; hope about the reflection of certificates to treatment; hope of condition maintenance for certificate acquisition; degree of cognition of a "middle-and-old-age laborer attendance incentive wage system".
(6) Volition and confidence to occupation capability development: former and future volition of capability development; degree of validity of capability in other companies; establishment of objective evaluation measure of occupation capability (needs and merit).
