Summary Now, Japan's labor union movement must respond to the challenge to many economical and political subjects currently faced and the new movement subject under the globalization which is progressing quickly, and information technology innovation, groping for the solution of the difficult aspect of affairs of the long-term drop tendency of a ratio of organized labor. Under such a situation, JTUC Research Institute for Advancement of Living Standards launched Rodo Kumiai no Mirai Kenkyu Iinkai [Committee for Studying the Future of Labor Unions] ,in March, 1999, and decided to clarify many movement-subjects for cultivating the future view of labor union movement in the 21st century, through clarify positively the structure and the function of labor unions of present age Japan, and exploring the labor unions' meaning and limit to industrial society. 90-nendai no Rodosya Sanka ni Kansuru Chosa [Survey of Lavour Unions' Participation to Management in 1990s] and this survey were conducted as part of that. This survey was directed for the purpose of clarifying how the function of the organizations according to private sector industry changed corresponding to change of economic society, and their issues, and was designed and conducted as a questionnaire survey that can carry out comparison contrast with the Survey of the Present Function of the Organizations according to private sector industry conducted towards creation of organization plans by JTUC in 1989. The questionnaire has 3 part composition of Questionnaire A (an organism system, finances, the expansion of an organization, etc.), Questionnaire B (a collective-bargaining function, instruction organization, the minimum regulation classified by industry, etc.), and Questionnaire C (an employment policy, industrial policy, mutual aid (Kyosai), everyday activity, etc.), similarly to the survey in 1989.

Sampling Procedure The object were 47 private industrial unions under JTUC.
Mode of Data Collection Questionnaires were distributed to 47 private industrial unions under JTUC, and collected directly through mail. After collecting questionnaires, the points in question and unknown points were asked by telephone individually.

[Questionnaire A] an organism system, finances, the expansion of an organization, etc.
(1) sphere of the organization; plans of the organization, business type of the registered local unions and individual , business type of the unions to which the number of unionists increased rapidly, composition of registered unions by the scale of unionists' number, business type of organization which has organized most major company with market control power.
(2) affiliation unit; affiliation unit on agreement, actual situation and rights and duties of semi-affiliation and observer affiliation.
(3) number of unionists; number of unionists (actual members and members who supplies the fee), how to grasp the number of actual members, whether extraordinary laborers and part-time workers join or not, their rights and duties, whether their rights equivalent to the usual unionists' rights or not.
(4) organization structure; existence of local organization, range, authority, main contents of activity, and exclusive worker of a local organization, existence of the sectional meeting performed by industrial classification, name, number of affiliation local unions, number of unionists, and contents of activity of organizations according to private sector industry.
(5) The member and secretariat organization of an executive organ of the headquarters of an organization; organization, affiliation which the three main executives representing headquarters represent, total number and affiliation of the member of the central executive council, The right of the personnel of a headquarters secretariat.
(6) Finances of organizations; collection method of a fee, determination method of the level of a fee, burden of participating expense of the formal constituent to the meetings that headquarters sponsor, existence of the savings, collection method, purpose for spending, and total savings amount of the fund of negotiations between management and labor.
(7) The organization and the situation of activity for organization expansion; plan of systematization, the systematized number of unionists at the last fiscal year, the organization which is tackling the expansion of an organization, existence of the financial measure for expanding an organization.

[Questionnaire B] a collective-bargaining function, instruction organization, the minimum regulation classified by industry, etc.
(1) Business organization; name of the business organization of industry and industrial classification.
(2) Collective-bargaining, labor-management consultation, employer-and-employees negotiation; whether the association is a direct organization concerned with negotiation of an improvement demand of labor conditions of wages and others or not, level of relation as the organization concerned, the other party, form, and matters of the negotiation to which industrial headquarters is a person concerned.
(3) Unification negotiation classified by industry and its instruction organization; existence of positioning by agreement, reason for not specifying positioning, present condition, contents of the demand which is tackling this spring, organization which finally determines the plan of monthly wage negotiation, binding force to an affiliation organization, form of the demand document to a company, existence of explanation meeting holding in the stage of determining a plan of negotiation, method for establishing the right of a strike, existence of establishment of an organization with specific authority when guiding negotiation, the organization's name, member who constitutes the organization, organization with determination authority, compensation for a wage cut of strike implementation time, the collection method and compensation method.
(4) Minimum regulation of the labor conditions according to industry; agreement of the minimum regulation according to industry (existence of an agreement, contents of the agreement, and the range of application), minimum regulation according to industry through an affiliation organization (existence, its method, and its contents of activity), existence of the mid-term and long-term plan for functional strengthening of an organization.

[Questionnaire C] an employment policy, industrial policy, mutual aid (Kyosai), everyday activity,etc.
(1) Employment policy and measures for rationalization; existence and its outline of a concrete measure indicator, recommendation of employment to a retired employee, grasp of the number of retired employees, existence of the fund for the measures for rationalization, activity which introduces an occupation for nothing, decision of an indicator to a technical innovation problem, decision of an indicator to positive participation of the association to management policy.
(2) Industrial-policy activity; decision of industrial policy, labor-management consultation system about industrial policy, activities towards realization of industrial policy.
(3) Solidarity according to industry and mutual aid (Kyosai) project activity; system of relieving victims, existence and its outline of a mutual aid (Kyosai) system, welfare system currently carried out.
(4) Everyday activity; situation of educational activities, situation of investigation activities, situation of publicity work and advertisement activities, outline of political activities, situation of international activity, correspondence to computerization, function which should be strengthened as an organization according to industry, and the subject in strengthening.
